Welkom Inn is a hotel in Soi 3 (also entrance in Soi 2), but it has a little nice bar in Soi 3 too and the party starts early here. In Soi 3 you will see some ladies sitting outside before a curtain, which is the entrance to the very dark little bar inside (coming from the beach road, it will be on the left side, just after some regular bars).
You won't need a flashlight however, there will always be someone to guide into the right direction... ;-)
